Calendar organizer and recruiting coordinator are different facts
Google Calendar and Microsoft Graph represent organizer and attendee information on event resources. Recruiting systems represent candidates, interview schedules, events, users, and process state through their own records. Changing a coordinator in the ATS does not rewrite a provider event or transfer the authority attached to its organizer calendar.
The handoff record must join those boundaries without pretending they are interchangeable. That is how a new coordinator sees what they may act on, what another organizer must do, and where a controlled replacement is required.
Preserve participant work during an internal ownership change
Candidates and panelists already paid the coordination tax when they shared a window, connected free/busy, approved a proposal, or accepted an invitation. An agency coverage change should not make them repeat current work.
Version the internal authority and sender path while keeping participant evidence attached to the meeting. Re-collect only when the evidence expires, the meeting changes, consent changes, or provider truth shows a conflict.
An ATS edit, poll, link, sync utility, or drafted note stops too early
